What has Politics Done for German and European Investment?

The tax credits for research, which was fought for over decades in Germany, is now considered a major success in stimulating investment in research. Are other measures such as the Growth Opportunities Act, the Future Fund and the WIN initiative also efficient? What about  European efforts to improve the financing of biotechnology in the private and in the public sector?
